HELENA - One constitutional referendum to restrict abortions is moving through the Senate while another has stalled.

On Tuesday, the Senate Judiciary Committee backed House Bill 574, which would ask voters to say the state constitution does not include a right to abortion or its public funding.

The committee halted House Bill 490, which would ask voters if they want to change the constitution to define a human life as beginning at conception.

Both bills are by Republican Rep. Wendy Warburton and both would need approval from two-thirds of the total Legislature to be submitted to the voters, which is a tall order even for the GOP majority.

Later Tuesday, the Senate plans to take up a bill that would require minors to notify their parents before having an abortion.
