A Powder River County man has pleaded guilty to a felony charge of sexually assaulting four girls over a period of nine years.
Cecil Elwood Kolka originally pleaded not guilty to five felony counts of sexual assault and a misdemeanor count of indecent exposure.
On Aug. 27, under the terms of a plea agreement, he changed his plea to guilty to one count encompassing four of the felony assaults; one assault charge and the misdemeanor charge were dismissed.
The charging documents do not list Kolka's exact age, but say he was born in 1931, making him either 81 or 82. The charges were filed in Powder River County District Court by Ole Olson and Daniel Guzynski, assistant state attorneys general.
The plea agreement says Kolka assaulted three of the girls, all of them under 16 when the assaults occurred, by repeatedly putting his hands on their breasts and vaginas. In the case of one minor girl, he admitted putting his hands on her breasts and inside her underwear.
The penalty for the offense is a fine of up to $50,000 and up to life in prison. The agreement also says Kolka will be designated a sex offender. No sentencing date has been set.
