Should state and local communities receive a proportionally greater share of $600 billion in federal funds based on their populations of illegal immigrants? Federal law says yes because illegal immigrants must be counted the same as legal citizens.
The number of representatives of each state is determined by population. Because of laws governing the census, states can be rewarded with additional representatives because they have large numbers of illegal immigrants and others can lose representatives because of their low populations of illegal immigrants.
So are illegal aliens represented in the electoral college? It's possible because the number of representatives states have determines the number of their electoral votes.
Are illegal immigrants in prisons or penitentiaries counted the same as legal citizens? I think you know the answer.
