Joseph K. Toole, a delegate from Montana's 1884 constitutional convention, appeared before the House Committee on Territories in Washington, D.C. Toole asked that the northern panhandle of Idaho be annexed to Montana, and that Montana be admitted to the Union as a state. He would be elected the state's first governor, but not until 1889.
