Yellowstone Park superintendent Robert Carpenter oversaw the eviction of squatters on the park’s northern border, burning several ranches. One mountaineer named Buckskin Joe resisted and was arrested. Civilian park administrators had been all but helpless against poachers, encroachers and opportunists. In 1886, the U.S. military took over administration and remained in charge until 1918.
