Fallon County was created at Ekalaka, carved out of Custer County and named after Maj. Benjamin O'Fallon. Ekalaka was selected as temporary county seat, but in an election in 1914 Baker assumed that honor. Further splitting reduced the county to less than a third of its original size. Ekalaka became the seat of Carter County in 1917.
