The City of Missoula is undertaking a master planning effort for the Reserve to Scott area that includes three related components: a new area master plan, related amendments to the Our Missoula 2045 Land Use Plan, and corresponding zoning map updates.
Most of the master plan recommendations are consistent with the adopted land use plan; however, several proposed land-use changes require amendments to ensure alignment between the two documents.
State law requires zoning to align with the adopted land use plan. Because the master plan recommends land-use shifts that differ from current Place Type designations, corresponding zoning map amendments are also necessary.
This process will require approval of the master plan, Our Missoula 2045 Land Use Plan amendments, and related zoning map amendments and will be reviewed by three governing bodies: MRA Board, City Planning Commission, and City Council.

Public comment period
The final public review of the Reserve to Scott 2026 Master Plan will run from October 13–21, 2026. Comments can be submitted through any of the Engage Missoula pages listed below. Please note: comments do not need to be duplicated across pages. All comments will be compiled regardless of which page receives a comment.
